The rule that the book must not contain ANY notes, means that no notes must be made in ANY PART of the book; from the first to the last page. This includes erased notes that are still visible in relief. It is not a question of whether or not the notes relate to the subject matter that is being tested on a specific entrance examination; the Binas book may not include any note. The only exception is that you can write your name in the book. It is your own responsibility to bring a copy that does not contain any notes, even if you bring a second-hand or borrowed copy of the book. And of course, the book may not contain extra sheets with information either; that will be considered fraud as well. If the book does contain notes, this is considered fraud and you risk to be excluded from further participation in the entrance exams. This is entirely in accordance with the requirements of the secondary school finals.
